MAVIR – the Manager of Power
MAVIR Magyar Villamosenergia-ipari Átviteli Rendszerirányító Zártkörűen Működő Részvénytársaság [MAVIR Hungarian Independent Transmission Operator Company Ltd., MAVIR ZRt.] is a young organization with great traditions and vast experience. Tradition, experience and youth in this case are not contradictory: before the establishment of MAVIR, the National Power Dispatch Centre had been performing the technical tasks of system operation since November 1949. By creation of the integrated transmission system operator (TSO) on 1st January, 2006 the transmission system operator incorporated the Division for Network Operation from National Power Line Company Ltd. and Division for Transmission Network from Hungarian Power Companies Ltd. A highly skilled team of experts, who love their profession and pursue it on a high level have joined MAVIR ZRt., which is more than the old dispatch centre: today MAVIR ZRt.’s duties, are as follows:
- to provide for the reliable, efficient and secure operation of the Hungarian Power System including the required reserve capacities of generation and transmission;
- to supervise and augment the assets of the transmission system, to perform any renewal, maintenance and development works required for a proper and reliable supply;
- to ensure the undisturbed operation and further extension of the electricity market and access on equal terms for system users;
- to process the data received from the participants of electricity supply;
- to inform the market players as not to have unfeasible contracts;
- to harmonise the operation of the Hungarian Power System with the neighbouring systems;
- to coordinate international co-operations;
- to prepare the Network Development Strategy and to put forward proposals for the development of the generation pool.
Transmission System Operation and Network Development
The transmission system operation is done in real time, its task is to maintain the capacity balance of the National Power System, to balance the deviations of the balancing groups from the schedules. This involves specifying the required reserves and the capacities to be contracted for the purposes of balancing, and taking into account how fast, with what efficiency change and at what price each power plant is capable of following the changes ordered.
For all this, it is necessary to know whether the network is suitable for transporting the capacities required for undisturbed operation. It is essential to monitor the condition of the national transmission network and of the interconnection lines, to coordinate the maintenance plans of distribution networks, to decide which disconnection is permissible and which one is not, so that the security and high quality of supply is maintained at all times. It must be ensured that all network repairs and maintenance works required for the improvement of operational reliability indices are performed, that network assets (transmission lines, substations, substation equipment) are preserved and augmented, that works are coordinated and carried out in accordance with the relevant laws, with the Network Development Strategy and with the owner's expectations.
Middle- and Long-Term Planning of the Hungarian Power System
The Network Development Strategy of MAVIR ZRt. is of special importance in the preparation of the medium- and long-term development plans of the Hungarian Power System and in the determination of optimal development conditions. MAVIR ZRt.’s aim in network development is to create the safety of supply and operation in accordance with the EU-norms laid down in the electricity act, regulations and contracts, and to develop the transmission network to an extent that enables efficient operation for the electricity market, as a whole. MAVIR ZRt. takes part in the maintenance of the operability of the European Power Systems, and ensures that system users can use services of equal quality and on equal terms and conditions and provides for non-discriminative access.
MAVIR ZRt. monitors the expected development of domestic electricity consumption. It has surveys conducted at regular intervals on the changes of the domestic and foreign conditions influencing the change of the increase in demand and on the effects thereof, and indicates the foreseeable changes of seasonal loads and energy demand. It advises the authorities and the market players on a regular basis of the generation-side and transmission-related activities to be performed to ensure the security and cost-effectiveness of electricity supply.
Role in Commerce
The task of the market organisation domain is to ensure the operational conditions of the liberalised electricity-market and to operate the market of system services on competitive grounds. Its core function is to operate the balance group system, which highly facilitates the activity of market players in electricity trade.
The domain has an active role in developing the market through continuous monitoring and application of the changes of legal environment. Accordingly, it takes part in forming numerous contractual relations, among others in the field of purchasing system services and co-operation with network licence holders.
